I hatched a Cleffa from the Odd Egg in Crystal Legacy and to my absolute shock, it had 15DVs in EVERY STAT. This is the strongest possible Cleffa. The odds of this happening (if my math is correct) is 1 in 65,536. That's eight times rarer than finding a shiny in generation 2.

A lot of people dont realize it, but in gen 2 quagsire, donphan, and ursaring can be found on kanto but not their first evolutions. Making them baby pokemon in that region. I think in crystal you can trade with someone in kanto for an xatu so if you count that natu would also be a baby.
