I like how uncanny this pokemon is. It looks lifeless with it's lifeless eyes and yet, it's actually very sentient. Even it's origin is weird and mysterious. According to Juniper, it just appeared around 100 years ago, making it one of the most recent pokemon species in the series with seemly no origin.

Fossils are also pretty weird and cool. Kinda funny that most still fall under 'weird mineral type' even though the rock typing doesn't actually show up much in their designs.

Not sure if it counts, but Alolan Raichu was confirmed via the leaked design documments to be an alien mutant that was altered by toxins brought from Ultra Space and then refined into spices used for Alola's pancakes and other dishes that the Pikachu line just so happened to like eating.
Then there's the whole Puka episode from way back in the early days of the anime with a blue eyed surfer Pikachu that seemingly had precognition.

Yes, they appear as glitchmon like the Missingno. blocks but that's only because the game calls a sprite with an index number outside the 151-monster dex.
It isn't Ike they themselves are "lost", "glitch", or "scrapped" Pokemon. It's just a generic ghost and skeletons of mons already obtainable in the game. All of which are explained and viewable to a player during normal gameplay.

If you're a kid and you accidently run into a missingno or related glitch, that's a little weird and spooky if you don't have prior knowledge. Now imagine you run into a literal pokemon skeleton that attacks you in the wild, and nobody you know believes you or can find it in their own games. For all practical purposes you may as well have seen an actual ghost.
