As for the rules, I asked in serb and saw an unanimous agreement of 1 pr team restriction. Later on as you say, we can completely remove that restriction, but then that's no reason not to run a tourney and have fun with that now.

A single Nether Star can be gotten by fighting Zinnia at Mother Base, but idk if it's repeatable.
There's also a Dex Reward that gifts two Master Balls, it's either 40 or 50%, can't remember which.
Otherwise, best way to catch legends is to have a False Swipe mon and a sleep move and then chuck Dream Balls at them.
You're most likely not getting enough Master Balls to get every legend unless there's some repeatable method to getting Nether Stars, which I don't believe there is, or other anons sell you their unused Master Balls.
