Megas were pretty solidly executed until ORAS when we saw primals and the "rich get richer" effect.
If you look at the megas in gen 6 that were given to good pokemon like Tyranitar or Garchomp, they didn't see much use because there were better options to build teams around. So gen 6 accomplished its mission of making seldom-used pokemon viable.
The mons that ruin the vgc meta are still legendaries, once transfer pokemon were allowed in 2015 power creep crowded many of lesser legendaries.

When the power level in a meta is too high, it will centralize and that exactly what happened in 2015 and then 2016. Megas that need support didn't make it on to teams.
It's not even about base stats, M-Ttar had 700 base stats, insane bulk and attack, but it featured on 0 teams there because it needs support.

VGC 2018 would be the next time you would see a variety of megas in the top 8. Salamence, Charizard Y, Metagross, only 1 Mega Kangaskhan(I thought it was the only good one).
Power level was very high in that meta too.

2019 VGC mostly crowded out even Mega Kangaskhan because of the existence of Incineroar who did most things better, but without a mega slot.
The reintroduction of the double restricted format and primals meant little usage for mega-evos not named Metagross, Rayquaza, or Salamence.
Ridiculously high power-level like 2016, so you'll note that the only megas that survived in this format were powerhouses. If your preferred mega needed support, then that support would take up precious spots that were better populated with OP mons.

So of course, they immediately recognize the mega design clashes horribly with any reasonable way this creature should move, so they speed up the process by just having it shrink immediately, so they can have it fight in it's "base" form again, just with red eyes.

The problem with the universal mechanics is that 99 times out of 100, the great Pokemon become even better and the weak Pokemon become even weaker.
There are some exceptions, but generally if you have a 1 time mechanic that’s super powerful and game changing, the last thing you’d want to use it on is Luvdisc. You’d much rather put it on Flutter Mane or Thundurus
While plenty Pokemon that were already good got Megas, tons of shitty Pokemon got good Megas too. And with how Megas worked, they were essentially their own separate Pokemon too. All of them were designed that way and most (key word most) were designed to actually be balanced somewhat.

Chien-Poa is very common and mega Salamence wouldn't like it and with the metagross isn't enjoying the prevalence of Calyrex S or I.
