Kanto doesn't have native legendaries, Mewtwo was created from Mew, Mew isn't from Kanto, Ho-Oh and Lugia are not kaiju, they're based on mythical creatures at best, a phoenix and a wyvern respectively, the Weather Trio are kaiju, but, before ORAS, they were not considered gods, they couldn't manifest land and water from nothing, Groudon 'created' more land by causing the sea level to drop, conversely Kyogre 'created' more sea by raising the sea level, these abilities affect the earth through the sky, intense sunlight and heavy rain, which is where Rayquaza comes in, those abilities fuck with its domain, Rayquaza's ability negates their weather altering abilities, indirectly saving Hoenn from natural disasters.
Gen 4 is the first time pokemon are ever referred to as legitimate deities and it, thankfully, hasn't happened again since, everything since gen 4 has either been an alien or is no more rare and powerful than Ho-Oh and Lugia are.
Giratina did not have to be the physical manifestation of antimatter and violence, it could've just been a spider/centipede monster, this sprite isn't of it flying, it's clearly crawling with how its tendrils move like spider legs.

This. I always immediately boxed legendaries cause they didn't make me feel anything and were too strong to add to my team. The gen 9 legendary is the only one I actually feel something about other than "it's kinda cool I guess". I hope future legendaries get implemented in a similar way. I'm tired of "it's vaguely hinted towards during the story and then shows up during the story climax".

to be fair, Ho-oh is still the only boxart legendary to ever be portrayed anything like deity. Groudon, Kyogre, Dialga, and palkia were closer in portrayal to Lugia just with more in-universe lore associated with them. At they end of the days the jsut acted like destructive wild animals purely lashing out with only the scale of the destruction increasing. They weren't portrayed as gods with any rational thought but as aimless natural forces that humans were dumb enough to think could be controlled.

There's a good reason why Ho-Oh is put on the same Hall of Origin ring as Regigigas, but unfortunately this also makes Lugia even more of a sore thumb than it already is since it has no connection to Arceus, indirect or otherwise.

Personally I'm not against the idea of making the box art mascot a main part of your team, but they need to tone down the power creep and stop making them "legendaries" and have that be reserved solely for the late game rewards instead of just handing the super gigacracked tools to you for free. If Kanto's mascots can be its starters, then we can have the past/future dragon bikes just be your starter partner instead of needing to do the stupid fucking Grass/Fire/Water chain again. We've gotten to a point where shillmons can only ever be your starter or the boxart/DLC legendary and fucking nothing else. Like they make the very first Baby Pokemon since Riolu in the last Gen and it evolves into a shitmon that got zero attention because of the heckin knight puppers

It's lopsided as fuck, why even make dex filler anymore if people only end up caring about the starters and legendaries?

This makes each one have a different relationship with Aus though, Regigigas is anti-Arceus, Ho-Oh is pro-Arceus and Lugia has no strong feelings one way or the other.

Past vs future is kind of a step down from time vs space. Especially when the former don't actually have control over their "domain" in any way, they just come from a multiverse branch of what the past or future might be like and don't have any actual connection that matters to the modern world. This is more in line with Sword and Shield just having strong dogs who did a cool thing instead of anything that feels remotely important.
