How the friendship starts obviously depends on where (You) start, if you're the protag and you meet him on the field trip, or in BB, or something entirely different. I can easily imagine myself being his neighbour in Kitakami and being his friend that way...
From a wish fulfillment perspective I'd obviously want to be able to not lie to him and help befriend the ogre, that's what I'd do in that situation. But I wouldn't actually change what happens in the actual story, it's a big reason for why I find Kiki's character compelling.

Question. Is this character's story any good? I like the idea behind some soft boy going through an intensive character arc and turning into some serious rival., But it is also modern Game Freak doing the writing, so maybe the potential is better than what was written.

I've never found GF's writing any good in earlier games (for example, Lillie's story was pretty widely praised by fans while I think it's a load of bullshit) but I really think Kieran and his story are something special. Some parts could've been done better or been more fleshed out for sure, but the emotional "beats" work and it kind of makes you, as the player, feel personally involved.
On a related note, there's been quite a few Anons here speculating the writing might come from outside GF and I feel they might be right, haha.

That's when Pokémon Presents is happening iirc, so the "new character" will probably be introduced in there, and by that description it really sounds like Kiki. Oh Anon, are you me? Lol. Personally I feel it wouldn't take much to *not* screw Kiki up. As long as he's not too childish/loud like you said, not too deep and he's voiced by a woman, I'll probably like it... there are so many female Japanese VAs who could make a cute Kiki and effectively use his dialect.
