GF didn't give a shit how others interpreted characters back in gen 1. That's how you got Sabrina, Surge and Koga being part of Team Rocket in one manga and Erika being daughter of the Silph Co president in another. Even after gen 1 they're still relatively lax with the most obvious example being aging down Serena to 10, or special still being special and making Rosa an ex-Team Plasma member or Dawn and Chicken super rich heiresses.

And funnily enough, that's when they started following th egames more closely (ignoring of course they'd already established Brock didn't chase teens and Misty and Roxanne were both presented as teens from the get-go).
