How so? Like I played the game for the first time a couple months ago and there's multiple areas gated off based on difficulty and I'm curious how you get "Set up for level scaling" from that.

Like I couldn't fight tulip nor explore a huge chunk of the map till I got the climbing upgrade, and that one part of the map had a gate that only disappeared after beating the dark team star member, who took 3 tries since I was just going main location to main location while not fighting trainers.

Gating off parts of a map till you get certain upgrades is the exact opposite of that type of game design, and as someone who does play open world games that's pretty common design. Subnautica's map is gated by crafting diving upgrades and building vessels for example.

By a Open world game, especially in Pokemon where it is encouraged to go around as you please, should present some kind of flexibility regarding the difficulty, whether that be NPCs accomanying you in the event of being too underleveled, the area being properly scaled or just flatout telling you to do this first beforehand.

I mean a notable example for SV's hypothetical level-scaling was always an integer check based on the amounts of Badges in your posession. Like a very raw example in coding:

*Add +10 to the value that checks the level of the wild Pokemon and other variations to the Gym leaders or other battle checkpoints*
}

I don't know how the wild area Pokemon are calculated but a singular plus value isn't hard to add, especially with static battles with the aforementioned gym leaders.
