There was a Gyarados ex deck that had only items, oaks, misty, this and gyarados line in it. You'd essentially dump your hand, since most of it was fossils and items, and draw your entire deck. It was the most consistent deck I have ever played, but it's probably too slow for today, and there's a lot of decks that keep small hands in the meta.

Leagues. No EX, 3d or lower only, stage 1s only, no items, no supporters, etc. Have the basic ranked we have now and then rotate 1 or 2 different leagues every month. Hourglasses are rewarded based on overall highest rank while every league gives it's own badges, so both casuals and pvp fiends get to chase goals.
They could also inteoduce monthly PvP missions that encourage using different decks and strats to try and add some variety.
