It's not oxymoronic in the slightest. Finding out they exist during your adventure is still figuring out they exist, which can be at Point A, B, ..., or Z. Whatever time-sensitive element you tack onto Legendary is your own headcanon. This isn't like the X-Files episode where the characters never see the lake monster but it's teased to the audience at the very end after they leave. The Pokemon do exist. Not to mention, Legendary is not even strictly a matter of 'oh I gotta find them' but of their fabled feats too. We get a glimpse of the Raidons grasping more of their original power as the journey progresses.

Legendary means "described in or based in legends" (Koraidon and Miraidon are described as the Winged King and Iron Serpent in the Scarlet/Violet Book, AKA they ARE in a legend).
And the second definition of legendary is just "remarkable/famous/very well known".
You could argue that many non-Legendary Pokémon are "Legendary" if you only use the English language as reference. The classification has always been arbitrary when it comes to Pokémon, and you not liking a particular set of Legendaries doesn't make them any less of a Legendary mon.

I actually toyed with the idea that there could be a third category of legendary.
We have Mythical, very rare possiblely one of a kind, usually as cute as they are powerful.
Legendary, usually god like entities, typically giant Kaiju monsters.
Then for the third I call Regional Lore.
This would comprise of things that are powerful, but would just be a regular pokemon if not for their region shaping power, things like the Bikes, the Treasures of Ruin The Steeds of Calyrex, Ogerpon and the Three Loyals.

Sure they are important but they aren't basically gods in flesh like Legendaries.
Just local legends that effect their region and nothing more.

Necrozma is kinda lame. The other super duper extinction pokemon all have reasons for why the player character can handle them. The weather duo gets nerfed by the opposite color orb (or you get protected, I forget), the creation trio are not actually antagonistic and will hold back their powers, and iirc the others are pretty kind beings overall and/or helping you. Necrozma is just this massive angry bomb and Gamefreak just gave up on trying to figure out why it shouldn’t just have awesome, unbeatable power and insta-gib you. There’s no red chain, or orb, or whatever. It’s just super strong and doesn’t immediately nuke everything because uhhhh reasons.

It's very possible they were just really powerful Pokemon that came to be revered like gods by humans.
The creation trio are actually just gods according to their legend, and even if they aren't the actual gods of the pokeworld they certainly display actual godlike abilities.
There are no other Dialgas, Giratinas or Mesprits, while you could feasibly assume Griudons and Kyogres are or were a species of Pokemon.
