The only way they'd do it is type specific fusion. 18 unique Pokemon relegated to being fusions. Can only fuse Pokemon of the same type so they do the least amount of work. Maybe a unique fusion for special gimmick mon or legends.

Do you people realize that Black Kyurem and White Kyurem aren't a fusion, since in the lore is said that those three where once a single dragon that split up, right?
So Black Kyurem and White Kyurem are just an attempt at going back at their original form.
As for Necrozma, it isn't fusing, is parasitizing, not different at all of a Parasect.
As for the OP they'll probably have three options:
1. They will never with all this mons around;
2. They will make a pokémon with the ability to do so, only with certain other mons(like Charizard)
3. After Mega Dragonite is clear that they have no idea what they are doing, so they simply implement it without thinking or balancing.
