You can get Celebi from VC Crystal. GO does have several mythicals "on demand" as long as you complete their free researches (they even chain together, unlocking the next mythic) but I'm sure there are people who don't want to play much less even touch GO and even much less having to play raids to acquire them so we can herd them into:

Meloetta, Mew, Celebi, Jirachi, Victini, Shaymin, Diancie, Marshadow, Meltan with several more Meltans if you open their box.
>Acquired through GO paid researches (not on demand and does not take into account masterwork researches for their shiny versions):
Keldeo, Volcanion and Zarude. These are the next candidates to either have a free research or move into the raid tier below. Volcanion being the most recent of these three.
>Acquired through GO raids (with shiny versions available most of the time but you have to win the raid and not get cucked from the actual capture):
Deoxys (all forms), Darkrai, Genesect, Hoopa (Unbound form and previously Elite raid exclusive. You do have to spend GO candies to form change it)

Phione, Manaphy, Arceus, Magearna, Zeraora, Pecharunt
If you are Switch only your options are:
Catchable in-game, unlocked/gifted through save data from other games or as HOME rewards:

Transfers or past events:

From those only Celebi, Deoxys and Magearna give you some agency as long as Bank lives. Hoopa, Diancie and Volcanion have high chances of being unlocked/available in PLZA. We are almost there, almost free from mythical FOMO mercy
