At least with romhacks, it's the easiest thing to do. Tweaking the preexisting cutscenes is way easier than scripting your own, and it doesn't help that SkyTemple has zero tutorials on what you need to do to even get new cutscenes to play. It's a weird blind spot where most of the resources are written for people who are already familiar with the basics of SkyTemple. There was a nice video tutorial I followed when I was trying to learn, but the guy privated it after his hack was removed from the SkyTemple website

Probably because it's popular and gives you a solid base to work off of. And being original is more difficult.

I'm not sure how common it would be, but I know some species (like Joltik) canonically absorb electricity. Electric-types would be the most obvious source of it.

Would bringing back the basic attack count as a QoL change? Because I loved the basic attack in Sky, and I wish they didn't nerf/remove it in more recent games.

To be fair, considering the PMD world's tech level, I don't believe they'd have the same sort of optometry/eyeglasses we do. Putting modern-day real-world glasses on PMD OCs looks really out of place.
