I've always imagined Vaporeon to have a distinct, tendril-like, damp-velvety texture. Abrasive if rubbed against the natural growing direction along the sleek body, but smooth and even soft if petting along the grain.

Most likely smooth like a dolphin. Its 'dex entries refer to growing fins and gills, which are both fish traits but it is classed as mamalian (evolving from a catfoxdogthing) so it's most likely got dolphin-like skin to go along with its new aquatic form.
