Who knows, it may of been the plan that Sylveon would be her public ace and her ace as team leader would be it's fictional dragon typed counterpart but they scrapped it while keeping the TM, We know for a fact Gamefreak has hundreds of pokemon designs they save and either don
t use until decades later or repurpose it into another pokemon entirely, main examples, Munna was mentioned as early as Gen 1 yet we never see it until gen 5, Jynx has concepts for a mega evolution leaked on the net, but it was shelved for reasons unknown, either they didn't think Jynx was worth it or they just wanted to hold on to it for later, we'll never know, Mega Sceptile and Mega Marshstomp were already made at the same time as Mega Blaziken yet had to wait a couple of years later before officially debuting and of course the rather infamous lie that they couldn't figure out a design for Mega Flyon or the original dragon that Reshirem, Zekrom and Kyruem used to be apart of when they were one
I think the most overlooked most glaring one is Eternados, there's no way they made that pokemon up just for Legends it doesn't look at all like how pokemon of the current day are designed, they sat on the design until they found a game they could release it in.
Then there's other legends like Klara's Dutox hair decks and Iono's Magnimite hair decks being scrapped regional variants
