Uncanny valley is a phenomenon where something that is close to human looking is unsettling because it is so similar to looking like a human. Pretty much the brain registers that 'something is wrong' when looking at a person or person like object (robots, artworks, corpse, etc). Most likely it was as a way for ancient man to be repulsed by the dead or sick, to avoid whatever in the area caused that death or illness. It manifests today mostly in horror media or attempts to recreate a realistic representation of a human that doesn't pull off the look right.

A general rule of thumb is that the more human something looks without pulling off the disguise the deeper into the 'valley' it is. Things that aren't human at all can look cute, and things that look fully human are fine, but the Uncanny Valley is the space between where almost human looking sits.

Unfortunately no, you don't see any of it. You don't even see anyone being mean to her, or the other Team Star admins. It's all just through text of things that happened in the past.
And I don't even say "unfortunately" because I want to see Penny getting bullied, it just makes the entire narrative around the alleged bullying problem very weak and not believable. There's also the whole thing about the former director that doesn't even make any sense. Her story would need a whole rework desu.

That being said, the other two story lines are better and also definitely deserved the dev time more. If there's one they should've neglected, it's Penny's story, and they did.

No, it's called "the direction of Pokemon's narratives fundamentally changed when Masuda took over."
And now, we're seeing the direction change again in the hands of Ohmori, who's been helming Pokemon since ORAS but only really got to put his methodology into effect at its fullest in SM onward.
Taijri Era just had Team Rocket, Masuda Era had big dumbass teams with deranged leaders who wanted to use the power of the Legendary to alter the world, and Ohmori Era currently has singular villain characters with no relation to the rebellious team mucking about the region (Skull's just a bunch of dropout teens and young adults, Yell's just Piers' crew trying to help Marnie and Spikemuth, Star's just a bunch of bully victims), while the main villain is tragic in nature due to something relating to the box legendary or even DLC legendary (Rose as the exception, given how much of a shitshow SWSH's development and story revisions/cuts likely were) that set them down their path of darkness.
