Here's my thought process. Eevee is maxed out, so add a new version of Eevee that steadily gets new evos as time goes on

It's crazy how we never got a ground eeveelution. Gamefreak probably thought it wasn't an attractive type and got passed up. A Dragon type would be cool.

Regardless, GameFreak seems rather content with the stable they have now.

Ghost type needs to be curtain-like, perhaps lots of unshedded dead skin.
Bug needs to wear a snail shell or bug exoskeleton.
Metal needs to be robotic or yokai-related.
Ground type is ok but could be fatter.

Yeah, I don't see why not. Eevee is the secondary mascot of Pokemon now, and all the Eeveelutions are among the most popular Pokemon in their Generations.
I mainly want a Dragon-type one, but given how they scrapped a Flying-type one in Gen 7, we could really get anything.
I think it'd be nice if we eventually got an Eeveelution of each type.

I think the dragon one should have happened but it has been so long that I think it's an impossibility. Pokemon didn't start pushing the term "Eeveelution" or making merch and animations depicting all of them together until Sylveon. Any collectors who have artwork or trading card collections or anything depicting all 8 Eeveelutions to this point would feel "incomplete" and it'd be a sucky feeling all together because some things can't retroactively be updated.

Kinda brings up a "moral" (for lack of better term) question when creating Fakemon. Every design out there is a design Pokemon cannot do.

The Flying Eeveelution was the only documented one that I'm aware of, but Lord knows how many others were scrapped, but undocumented.
