Gen 3 has the best pokemon designs on average.
Most of my favorites are not from gen 3, but gen 3 has the highest consistent quality designs for the average pokemon.

Just because you got naturally popular Pokemon like Blaziken, Gardevoir and Rayquaza doesn't ignore the slop they added like the Wurmple line, Volbeat/Illumise, Grumpig, or Clamperl and its evolutions

And consider yourself lucky because this shitpost of a generation could've been even worse

Gen 3's dex holds a special place in my heart because it is the only generation in which I love all 3 starters (Swampert being my favorite pokemon of all time) and some other pokemon are definitely in my Top 50 like Armaldo, Salamence, Zangoose and Aggron, while still having other great picks like Metagross, Flygon, Breloom, Seviper and even Gardevoir.
But on the other hand, there's a lot of stuff that looks like filler like most of the new fish, Volbeat/Illumise, Nosepass, Chimecho, Castform. Funnily enough, some of Gen 3's mons have their popularity boosted by the PMD series (biggest example being Grovyle, but I suppose that Kecleon and Spinda count too).
But still, I think it is pretty solid.

Yeah, it's pretty consistent overall, and there's a clear more "mature" (relative to the series at the time) mood throughout all of them whereas gen 2 felt pretty inconsistent.

Volbeat/Illumise are cool (maybe both of them weren't needed though), and Wurmple and Clamperl families are neat too, surprised to see these getting any hate.

Manectric is absolutely lame though, nosepass is also boring. Gulpin/Swalot lame too, we didn't need more poison shitmon after kanto.

It's a soccer ball / oni, glalie is cool. although it's probably another one of those pokemon like mawile that was originally supposed to be part dark type, but they had way too many dark types already so they canceled it but kept the same design.

Where are you getting soccerball from? Nothing about it has to do with kicking or sport.
They should have let it be Ice/Dark. Not like it would have changed much positively mechanically, however.

Rather than "lame", the listed mons aren't up to the same standard of Hoenn excellence as far as detail is concerned.

Sinnoh's dex is gold and the culmination of the first steps toward design intricacy that Hoenn initiated. Garchomp's design is a sort of exemplar of the positive trends of that generation; nothing like it was made or could have been made before Gen IV.

Compare Purugly and Lumineon to the preceding non-legendary catmons and fishmons, and they're "busier".

Johto was so committed to being a Toys-R-Us that they moved all the coolmons like the Metal Coat evos and most of the Dark types into Kanto. The designers literally thought to themselves, "Nah, these can't be caught dead here."

They're not filler.
Volbeat and Illumise are based on Japanese greaser subcultures, which were especially popular on Kyushu which Hoenn was based upon.
Nosepass was based on fellow insular land Easter Island's moa statues. That air of ancient mystery also was the inspiration behind Claydol's creation and inclusion, although these aren't associated with Southern Japan.
Chimecho and Castform are related to native Japanese spiritualism and folk tradition, which hadn't been quite represented up to this point yet.

It was inconsistent because they basically restarted development of the game during the last year of it, and a ton of Pokemon were only designed during that time. You know, stuff we know from the Terra Leak and not the absolute insanity this guy is talking about >>58088410 even though he was BTFO for months after the Terra Leak.
