Some Pokemon are weak competitively, but they look good so players use them anyway.
Some Pokemon look ugly or boring, but they're strong competitively so players use them anyway.
That's balance.
Bad balance is when the good-looking shillmons are strong competitively, or when the boring and ugly mons are weak competitively.

Box legends being above everything else makes sense, especially since they are restricted, so them being above and beyond everything else make sense so can be balanced among themselves
Other legends and Psuedos being not as strong as the the box legends but stronger than average. so they be balanced among each other
Early game fodder and gimmicks don’t need to be competitive. They just need to not complete embarrassments even in game so leave them out
that leaves around 300 or so mos.
Also half the dex gets culled from regions now so really only around 150 regular mons need to be balanced. Still daunting but within the realm of feasibility

To be fair, I do think that GF in recent years has actually been doing the best they can.
Not every Pokemon can be viable, but the way GF hands out signature moves and abilities like candy now, the Pokemon that have them will always have at least one thing that only they can do.

Both were good in Series 1, 2, Reg C, and Reg H. The actual number of non-paradox, non-legendary Pokemon from Gen 9 that are good in a national dex or restricted format is low because very few Pokemon in general fall into that category. It's basically just Dondozo/Tatsugiri.

They tried that in Gen 5. The Gen 5 Pokemon were so power crept compared to the Gens 1-4 ones that like 3/4 viable Pokemon were from Gen 5 and the ones that weren't were relying on their HA given in Gen 5. Maybe we'll see more frequent nerfs or buffs once Champions comes out.

They should all be viable in-game.
If you mean competitively viable then that's impossible. Games that spend a lot more time and effort trying to balance their competitive scene still struggle to keep more than a tiny subsection of the available characters truly viable, and those rosters tend to be a whole lot smaller to start with.

Starter Pokemons are meant to be above average at best. Hence their base stat total. GameFreak doesn't give a flying fuck about shilling starters in competitive battles because it's not necessary.
