Because the anime is made for 6 year olds, and they don't have nostalgia for Ash's Heracross or whatever else from 25 years ago. Gengar/Lucario/Dragonite aren't there as nostalgiabait for 30 year old manchildren, they're there because they're some of the most popular pokemon in the entire franchise.

If Ash used his reserved than the writing staff would had to bring Greninja back to his team which means they will be forced into a rematch where their precious Alain must lose. They got rid of Greninja despite its immense popular simply for Alain, they refuse to bring it back if it threaten their Alain.
