Actual example of this is Wartortle's evolution being cut for Blastoise who got its baby form cut and Dragonite being designed before Dratini and Dragonair. It's actually shown by the Gen I Index numbers, which have the Caterpie line in a straight line with no space in-between

Dev doesn't work that way, there's a reason Morimoto got in hot water for inserting Mew in the first place because the game could have legitimately become unplayable if Mew broke the game. And Mew was inserted in the first available MissingNo. slot in the game. What >>58101281 said applies. They were haphazardly inserting stuff as they went along and just yoinked it out of the code if it went unused because swapping code means you also have to make sure to check for all possible references to that index check for the right index otherwise you end up with the Burn Heal Ball in Gen II

Why would they do that? That's even more arbitrary than swapping code, all of the mons were done as pixel art first before Sugimori did the concept art interpretation

Butterfree and Venomoth's sprites are even stored in the same GFX bank since their index numbers are close enough. So you can swap their sprites around without even affecting the GFX banks' individual file sizes.

That gives me a stupider theory that Caterpie was designed to be a pre-evo for Venomoth, but someone forgot and added a new butterfly design immediately afterwards meaning Venomorth got divorced from its intended lineage and they stitched it onto Venonat later. Keep in mind all of their JP names are pretty much irrelevant to each other so there's no theme naming like with other evolutionary lines
