Game Freak hires you to design a new difficulty setting.
How do you design it? How much harder would the hard mode be?
What do you do to make it harder?

Just implement challenge mode from gen 5.

I'd do that, but ensure the level increases actually work. For example, if a Pokémon on Normal Mode is level 54 and is 57 in Challenge Mode, it, for some reason will use stats from it's Level 54 counterpart.

I'd make sure it's properly implemented. Additionally I'd make held items appear earlier and give trainers from the 4th gym onwards EVs

Despite the stat calculation glitch, the increased IVs, held items and improved AI actually make it harder than normal.

If that's the case then why is it still just as easy?

I just give all the npc trainers better EVS, pokemon and movesets.

This. Gen 5 got it right.

Make it simple, Increased IV's across the board and additional pokemon, items and moves for major trainers, no need to edit every individual dingus trainer's team, nobody would want to implement that. You could edit Ace and Vetern trainer teams to break dry streaks of the hard mode not being noticible on standard trainers though to a lesser degree than the bosses in this case.

Just slash money and exp by like 50-75% and make so dungeons and gyms can't be left without clearing them. Easy way to make player care about their economy. Also make running away from wild Pokemon more difficult.

Oh, also - cute PPs of most moves a bit. Not to the level of Kaizo bullshit, but enough to make people care about not running out of PPs when they are stuck in the dungeon.

Idk. I found Challenge Mode somewhat harder. Most battles I actually had to think. Of course it wasn't super hard, a lot of battles were just clicking super effective moves and occasionally switching mons.

Did you grind?
I fought every trainer the game had with a Lillipup and it was only level 62.

to be fair, it's hard to make the games hard when they are built upon type-check without making it annoying like the shitty romhacks do (gives you shit stats while every NPCs have near perfect stats) to force you into grinding like an autist

cripple yourself with smaller teams, don't use super effective moves, don't use hold items, etc.. is a good alternative.

I'd introduce three modes
Normal - Comparable to the rest of the series.
Hard - Somewhat harder than original game. Enemy trainers have better AI, higher levels and most important trainers have better movesets. Some Routes and dungeons have boss trainers who have stronger Pokémon than others in the area.
Challenge - All NPC levels are increased, all important battles and route bosses have held items, some trainers have extra Pokémon or a weaker team member swapped out for something stronger. All boss trainers have EVs and IVs which improve as the story progresses.

Yeah, I'd improve the stats of the player Pokémon. Wild mons are more likely to have better stat spreads. Additionally, EV and IV altering items would be somewhat more common.

Also all bosses from the third gym onwards have an actual strategy on the hardest difficulty.

Besides improved AI and team comp? Pokemon now have another hidden stat that affects obedience from overusing a single Pokemon, like friendship but in reverse. The in-game reason would be because the Pokemon feels overworked.

I'll just force easy mode onto everyone and if people get outraged by it then I'll make the next set even easier until you just win the game by simply downloading/inserting the cart

I'd just copy the drayan0 hacks.
