I agree with you. One of my gripes with Gen 8–9 character design is that many of them seem created to cater to specific fetishes rather than being built around memorable designs. Take Melony, for example, her only value is being fat.

GF relies really heavily on accessories and visuals to make chracters unique since they can't animate or write their way out of a paper bag.
The lack of npc voice acting(not player) means that there's not much room to really create a character's personality and there's little direction for them.
Lt. Surge is a good npc that has some visual story telling and you can get information about him just from the design. Most npc have zero visual characterization beyond just zany hair, colors, or accessories.

Imagine a man in a business suit, this man has a widow's peak he wasn't born with, his nose is red and irritated, he has massive bags under his eyes, his tie is slightly crooked, his pupils are dilated more than the light allows for, he has a slight tan except for an area on his ring finger.
From this example you can glean or make reasonable speculations about this person. He's balding, might have an addiction, doesn't sleep enough, his hygiene may be subpar, perhaps he's divorced or trying to present as unmarried.

You can see him waving at someone and smiling, maybe a friend or a fan, which means he's popular. Then there's also design elements on his hoodie, like the teeth, which indicates the type of Pokémon he uses, in this case Dragon type. He's also wearing an ear stud, which also hints towards him being somewhat vain.

It's mostly Galar not having a design for those NPCs when they are outside of their gym / league. They do have it as canon in their trainer cards but not as models. Let's be honest, the whole mandated league uniform is as awful as the Paldea uniform used everywhere, at least the Galarian NPCs were allowed to have some personal customization additions like hats, hoodies, jackets, headbands, etc.
