Yeah, it's because you get a ludicrously advantageous matchup by combining Flash's accuracy drops with Magnet Pull's Steel trapping, just Magnet Pull on its own has been a longtime staple of Gen 3 OU strategy.
It's also why you can't run a Dugtrio who knows Mud Slap, it'd be total bullshit to deal with on an even wider scale if RNG doesn't play nice.

- Block (to trap the opponent)

It's a literally infinite battle, and the only way to get out of the trap without being able to oneshot Slowbro or use Toxic is with Knock Off. (or Incinerate)
