No. Solid hard bone is closer to rock than ground(lol at flyers being immune to bonemerang). It's also a biped that fights in a martial human-like(armor and weapon) way.

Bones are mostly composed of inorganic mineral. Before other gens ruined it the point of Ghost type was for spectral/incorporeal pokemon hence their immunity to Normal/Fighting. Marowak shouldn't be able to immaterialize when hit with a punch

Types represent more than just elemental affinities, they're also representative of traits that are more abstract and not literal and this has been the status quo since Gen 1
Ghost types are synonymous with the dead but they are also stated to be carefree and fickle, which is at odds with the determined and focused nature of Fighting types, it's more thematic than just "punches go through ghosts"

Said to be the embodiment of the cold north wind. White ice diamond pattern on its body. A crystal forehead crest(ice is crystalized water). Aurora borealis on its back, a phenomenon that only happens in the arctic regions.

There's literally zero chance it was not designed to be an ice type.

It's Water type because it's related to the casualty that befell the Brass Tower. Raikou represents the lightning that struck the tower, Entei represents the fire that then burned it to the ground, and Suicune represents the rain that extinguished the fire. The Brass Tower burning down marked Lugia's departure from Ecruteak City, and Ho-Oh revived three unnamed Pokemon (probably a Flareon, Jolteon, and Vaporeon) that died in the fire as the legendary beasts before departing itself to seek out a pure-hearted trainer.

Bones aren't "closer to Rock." Ground is an thematic typing. Bones are associated with the earth/ground in a variety of ways. In many creation myths, people are frequently built of mud or clay or earth. The maxim "from dust to dust" acknowledges this trope. Belief in an underworld where people go after death is also a common belief. Burying people underground upon death is a practice that can be found all over the world as well. Bones and earth are hopelessly intertwined.
