There is no such thing and only happens when a character wouldn't be missed anyway. They respect the original actors a lot but they still replace them if a character needs new lones for a new work.

I mean, I don't think that we will be going back to Sinnoh in the nearest future. Also, considering how Tomo Sakurai died and time frame of all events, I think that theory about her knowing damn well that she's dying before she was recording Journeys is pretty plausible. Cancer is not quick death, after all.

With this in mind I think that Cynthia being so important character in M8 became less annoying? Writers genuinely wanted to give last hurra to the dying star.

She was more active in 80s and 90s but even later she appeared in Shakugan No Shana, Im@S: Xenoglossia and My-Otome. I suppose for people that are too young it may be difficult to remember her because in 2016 she retired and came back in 2019 and since then had few minor roles here and there.
She was also more of an idol singer that took voice acting as continuation of her work.

How the fuck Cynthia being an important character in the M8 annoying? She was by far and wide the Champion who interacted with Ash the most and had the most appearances in the anime. She's the only one there who made sense to be there outside having to check the Champion box like Steven or Iris. Because her fighting Ash actually meant something.
If anything she got fucked over despite all the build-up she got in the past by having her be second place instead of the final boss and Ash and Cynthia relationship becoming second fiddle to Leon.
