Gen V was where they were high on their own supply after the smashing success they had with Gen III & Gen IV such that they believed they'd knocked it all out of the park with the Unova designs, which are pretty much first drafts with little intent to edit, alter, refine, what have you. Of course they were humbled very quickly, but again the idea was that they believed they could do no wrong even if they put in less effort this time around, which clearly happened.
