What part of it's design needs to be changed the most?

Same goes for competitive viability. Does it need a new type? New ability? Does it need different stat distribution?

It has unique access to one of the best moves in the game with an ability to boost that move even further and a fantastic typing to boot. It's stats are fine for what it is and if they were any better H Samurott would just be completely broken.
