We know of all the 40 Kanto Pokemon that got cut and not a single one made it to the final version of gen 2 (unless you really wanna stretch it and imply Tyranitar is Gyaoon). Hell you can look back at the several beta versions of Gold and Silver we have available and see just how much they were still iterating throughout development

2 is genuinely good but lacking in intimidating or even just big monsters to round it out, the ratio is off compared to gen 1. To be fair though gen 1 had like 6 years of development where as gen 2 only had like 3.

The highs go really high in Gen 1, but the lows are also among the worst in the franchise.
This did not happen as much in other gens.
Gen 3 doesn't have such a catastrophe as pic while the highs of Gen 3 are at eye level with Gen 1.

Gen 3 has a really solid dex. It has none of my favorites but you could take almost any random collection of 6 pokemon from it and I'd be happy with the result. Just consistently decent across the board.
