It's actually in DP. Most of these Pokemon are, so you're most likely to see them on any Sinnoh playthrough. And with Eeveelutions in Platinum there's much better options like Vaporeon, Espeon or Umbreon. Electric isn't really a good type in Sinnoh, it peaks at Crasher Wake

Tort has a really good in-game learnset. Consistently gets more and more cool toys throughout the whole game. Infernape's probably better objectively, but Torterra feels really good to use.

Too much water meme only applies to the back half of RSE, Treecko is good for Roxanne, dogshit for the entire midgame, then moderately decent in the back half because there's no better options for Grass/Electrics in Hoenn. Part of the reason the too much Water criticism holds any weight is because Water is too fucking OP in Gen III. Luxray can either Spark or Elemental Fang. That's literally all it can do. It looks cool, people can try to use it like they can try to use Charizard in any pre-Gen V game, but that's not really going to help it in the long run. Gen IV's variety, especially in DP, is very limited and more people are likely going to use a Luxray over a Bibarel even if the latter has objectively better utility and options
Electric has always been a third class citizen type anyway because Pikachu keeps everyone else oppressed from actually getting good moves. Only it and legendary shillmons are allowed to be viable ever

Luxray does have some things going for it. Almost perfect availability, intimidate is really good, Shinx evolving at 15 is very good, stab spark does work for quite awhile.
Now that I think about it, it might be better to say that Luxio is good, not Luxray. Strong in the early to mid-game, then it falls off, especially compared to Magnezone or Jolteon.

I remember really wanting drifblim but couldn't be assed to go through the trouble of its autistic encounter requirements. I also wanted Vespiquen but I think I didn't understand how to get a combee encounter. Either that or I ended up only ever running into males. Wish I would have just used it anyway, I guess. I also think I wanted a hippowdon but ended up not using it. I remember being very disappointed in the variety of mons available.

Leafeon sucks ass in Platinum. Its only decent attacking move on its physical stat is razor leaf until level 71. You get better mileage out of using most of the older ones, or even just waiting to pick up Glaceon (but by then you get Weavile and Froslass who aren’t slow as shit).
