Necrozma has, roughly speaking, the power of a Dyson Sphere. It's a star, whose entire energy is set to a particular task. Its power is on par with an entire galactic civilization. It can hypothetically scale higher, o
If it eats multiple stars in a row, but Necrozma's modus operandi is more sustenance, than total assimilation. But, sure, assume it's running with multiple.
To put this in terms of another setting, Necrozma is the Federation from Star Trek, condensed down into a single ship. Spicy stuff. Pretty damn strong.
Palkia, then, is Q, from Star Trek. You CANNOT scale against Palkia by being stronger than it. It just doesn't work, because Palkia is operating on the level of manipulating fundamental aspects of reality. Power is not a qualifiable statement for Palkia. You ask about power, Palkia tilts its head and says "yeees...? I think". You can shoot Palkia with an infinity +1 laser, and Palkia can open a hole to send that laser to go blast another galaxy, or send it right up your ass, like it's fucking Bugs Bunny picking a hole off the ground.
You can charge up your energy to the maximum, then Palkia laughs, and pulls you into the dimension where power = tissue boxes, and you are immediately crushed in a singularity of cardboard and paper.
This is approaching the level of fight absurdity of Goku versus Bobobo. Goku powers up to Super God Saiyan Super Saiyan God Saiyan Sicko Mode Orange, and Bobobo frowns, says he doesn't like the Super Saiyan transformation, and rips out the page of the manga where Goku first transforms, retroactively removing Goku's ability to transform into anything.
Dialga does even better, Dialga can just go back in time, nova all the stars, and now Necrozma starves to death, then Dialga takes starved Necrozma to the end of time, goes back in time by itself, prevents the stars from going nova, and now Necrozma is just gone.
