No, Yajima wanted them to disregard their intent for the things by bullshitting up Mega Greninja, that was Game Freak's concession to giving Ash something of equal standing to compete in the Mega matches.
Funnily enough, they deleted the thing entirely when they started designing ACTUAL Mega Greninja, (that's also likely feasibly explained in-lore), because they had no need for a Mega-level Not!Mega form of the pokémon getting a Mega any longer.
