Why did the shiny event wo-chien have specifically 20 IVs in attack and 31 IVs in all the other stats?

Gamefreak has decided 20 is the I.V for event Pokémon that don't want perfect I.V's in particular stat if only to acknowledge to ultra min makers that they're aware they exist and don't like them. Same reason you can't anti-hyper train or opt out of a stat when using a gold bottle cap.

I admit it was more of an issue in Gen 7 when I had gold caps out the ass from my daily Battle Tree raid but it still seems petty.
