They can be, but Kingambit isn’t it. There’s nothing cool about a pokemon being dragged around like it’s sitting on a mobility scooter in every animation- especially not when it’s the result of a metal ranger creature supposedly evolving. Its entire range of actual body motion is limited exclusively to doing a dogeza, which speaks to the animators and designers making the mon exclusively for this gag and nothing else. As a standalone, it’s just uncool. As a follow up to Bisharp, it’s just insulting.
Malamar is a funky looking upside-down squid, but it’s still a sinister villain with long scythes for tentacles. Hoopa-U is a greedy fat fuck, but he’s still a six-armed, fanged demon giant that spawns wormholes when he attacks. Dragapult shoots its silly looking Mario enemy young as ammo, but it’s still a dragon/ghost/stealth bomber all in one. These are designs that blend silly and cool well.
