Because people don't give a shit about older, non-Kanto PokeGirls unless they're MCs. Notice the only characters from Hoenn and Sinnoh are May, Dawn, Cynthia, a Dawn clone and a May clone
Johto, meanwhile, doesn't have appealing female protags
