I think the contrast between as intentional, to show the NPC’s in each class are all different people. There was another hex manic that says something along the lines of they don’t think they can keep up the spooky thing but they decide to stick with it. MooMoo Hex was likely just meant to be a funny contrast, they weren’t thinking of that implications of where the milk would come from (though she probably does raise Miltanks we just don’t see. no law that says she can only use ghost types)
