There are so few Ground-type gym leaders. I guess that means it's really an Elite Four type (based)

Not really, there's Bertha & Rika and that's it. Dark-Type and Dragon-Type I think better fit the reputation of Elite Four Types. It is surprising that we've had so few Ground-Type specialists when Rock-Type has been fairly consistent with its presence by comparison.
