Obviously super subjective. I rate Hoopa highly even though it seems most people hate it, because its basically a kaiju/godzilla movie with the superancients/box legends playing the role of the kaiju. It was fun, Hoopa is an enjoyable protag and its flashy and stupid. Yes, its blasphemy not to rate Mewtwo's as #1, but 2000 and 3 are just that much better. And yes, Deoxys is even better than it, fite me.
The gen 5 movies are awful, much like the anime, the cast are at their worst in these. Zoroark is real bad because it is Mystery of Mew v2, trying so hard to copy the formula to push Zoroark and failing. 3D Mewtwo is literally just the first movie, but uglier, it has no redeeming features and no watch value. Ranger and Wishmaker have this stupid aspect where May/Max become parents to the legendary and practically ruin the whole film. Genesect feels the most like a special episode instead of a feature, and is worse for it. Volcanion is bland. 4ever gets hard carried by having the OG animation/style, but is disjointed as fuck with multiple plot holes and stupidity. Likewise Heroes is hard carried by the setting and style, PokeVenice is amazing.
