It's not so Victreebel CAN'T hurt others, it's so it won't just spill over. Regular Victreebel emits a sweet scent and waits for prey to come to it, while Mega Victreebel can't because it has to restrain itself, so it instead actively hunts prey, dousing them in lethal acid before devouring them.

Fucking horrible way to go.

The Mega Victreebel in the reveal trainer attacked two other people while it rampaged in that abandoned building until its trainer finally calmed it down, canceling the mega evolution. It's dangerous.

an excellent question. How does magnemite eat pokepuffs/beans without a mouth? There is a list of pokemon that cannot eat pokepuffs, they're all pupal forms of insects, plus cosmoem which is still kind of a cocoon. Magnemite? Not on the ban list. Unown too.
Porygon Z can eat too, and its head isn't even attached to its shoulders.

No one knows. Personal best guess? We know pokemon are beings made of what amounts to elementally flavored magical energy. I don't think pokemon actually have internal organs. It's why the stump of dracovish's tail looks like that and why it can survive at all.
