it was popular until the geb 5 games stopped being relevant, it was one of the only mons with a totally untarnished competitive record until gen 6 finally powercrept it, and that seriously impacted its exposure and therefore its popularity to the fanbase at large.
basically, if you're over, like, 20 years old, starmie is one of the faces of the franchise and deserves the boost more than most other mons
