I can't underatand it either personally but it must be his character's charm and positive attitude, it's no mystery he is often associated with Hau and has the same fanbase, Gladion x Hau like Hop x Victor from the very first trailers of SwSh and shit like that gaining popularity, several self insert female MCs too, they don't like them getting sad after losing and want to restore their smile. Hop is also Leon's brother so that's a boost, basically same reason Kieran is popular as rival. Compared to Barry, all the other rivals got actual character expansions through gens so it's normal for them to gain popularity, the characters nowadays can rely on some writing.

That's mostly because Raihan was the sole male in gen 8 that looked relatively good (ingame, his official art is horrible). Most of the gen 8 guys were actively ugly. If not, then they were old (Kabu) or shota without a writing buff (Aster). Raihan was cope to hold them over.
Kieran blew everyone else out of the water because he's not only cute but also well written with hard appeal to both yume and fujo demographics. Quite rare for pokemon. In fact he's the only mainline pokemon character I actually like. Only thing that might hinder him is just that he's locked to a DLC, particularly the DLC of a game not everyone finds agreeable.
