Yes for game balance, Pawmi is a route 1 mon but Pawmot is too powerful for it to be a 2 stage, the end result being Pawmo. The alternate answer would 2 stage Pawmot but Pawmot is much weaker, which would suck ass since Pawmot is cool and fun to use.

That doesn't make any sense because you can evolve Pawmo immediately by just walking with it a bunch. You can have a lvl 19 Pawmot.

Tadpoles are supposed to turn into frogs, so it's funny for a tadpole mon to just become a bigger, angrier tadpole.
Marmots aren't known for undergoing metamorphosis.
Also, gen 1 designs had to be squeezed into a 56x56 sprite, so even the actual examples (Grimer/Muk, Ponyta/Rapidash, Seel/Dugong, Mankey/Primeape, etc.) aren't quite as egregious. GF has the technology to do better than Pawmot now.
