Because 6v6 singles isn't VGC and doesn't work the same way. One Uber in singles can feasibly sweep through an entire team of 6 OU Pokemon with as little as one turn of setup. In VGC there is always the threat of Protect or just flat out getting doubled into by both Pokemon so that one Restricted can't run away with the game. You're free to spin up your own copy of Showdown with a one-Uber-per-team OU Ruleset, but you'd quickly find out it's degenerate and not that fun.

Uber used to be a banlist for things that broke the game in general, not just broke the game due to their high power. Shadow Tag used to not let you switch out from opposing Shadow Tag users and Struggle's recoil was a function of the damage dealt, not a percent of your health. Two Wobbuffets with Leftovers would be a stalemate, unable to switch, and unable to faint.
