The base form as a solid speed stat, and the site seems to indicate all the new stats are going into attack and defense, if they balance that out with some Spdef (maybe taking from spatk) its going to have a pretty solid stat spread.

Its speculation on my part that thats where the info came from, at the time it was claimed that the build had the full story but not all the sidequests.
Basically every mega belongs to a story NPC so its likely thats where they'd have been encountered but its also just as likely if not more that they just had all the data on GF's servers as well.
Considering there's 26 new Megas (XY added 28 (but only for 26 mons) ORAS added 20), I'd say that is easily a large enough roster to be it. I have zero expectation of any more than that.
Keep in mind that at current pace, they also arent even going to reveal half of those before launch, so the majority are being saved as a surprise when people play the game, and again, there's enough that I dont think there's any expectation of room for missing ones.

Can't speculate on how many megas may have been added that weren't in the build yet, but if the source was the teraleak from last year then it'd be about 70% done at the time. The final game as sent to print for physical carts would be done somewhere between late June and late July this year depending on Nintendo's supply chain and how much stock they anticipate they'll need in the first run, everything between then and launch is going to be working on fixes for known bugs and possibly some final content/assets held back for the day one patch like bdsp's music.
