It can work but a mon usually needs something to stand on its own too. Type:Null/Silvally is arguably another one. Nothing wrong with it as an starting point though.

not true, these pokemon also exist to be used by the player.
here are some pokemon that REALLY only exist to fit some role in the game
>Onix - first boss with stupid high defense but everything else on par with other first stage mons, too weak to use long-term
>Nosepass - ditto for gen 3, but is a little more balanced
>Pansage, Pansear, and Panpour - meant for a type matchup tutorial. i can't in good faith complain about these because I played BW as a kid and it went exactly as intended.

also especially in gen 1 a lot of moves seem more like ways for opponents to disrupt you rather than something you'd use on theme. like Disable or Supersonic.
