The only reason Marill isn't one of the most popular johto mons was because it was nearly impossible to catch in its debut generation. It was Zoroark before Zoroark where it was shilled super hard only for it to be nearly unobtainable.

Marill had a 1% catch rate in GS unless you trigger the swarm. By the time Crystal released with a higher encounter rate, it was already too late.

Both it and Azumarill needed higher stats. Azumarill should have been a cool evo instead of an ugly egg shaped thing that could have been an alternative evo of Togepi.

Used Azu in my BW2 playthrough and I can attest. Huge Power still makes Azu strong regardless of E.V. training. Just make sure to get a Marill with an ATK nature.

I only encountered one as a kid because in my Nintendo Power magazine I read a tip about a fisherman that'll call you if a ton of Marill are spawning. A really cool mechanic that never came back for some reason.

Even with the inclusion of Togepi and Ho-Oh in the anime, the moment that Gen 2 became "real" to me was when Donphan was just raw revealed at the beginning of the First Movie.

Azumari;l has way above average presence compared to loads of johto mons.
When was the last time you saw somebody use a Sudowoodo, Ledyba or even Heracross?
Azumarill still has a solid niche with belly drum/aqua jet and great typing and abilities.
