By that logic you shouldn't trust animation either. You have multiple sources, video game, animation, figurines. Within the anime the bust size varies even if the same artist is drawing the character. This could also happen inside of a 2D game as well, although because there are less sprites in a game than animation frames in a single episode of an anime, this is less likely. And then later pokemon games make the characters 3D so you're just not going to have any consistency for any fictional character really. The closest thing you can get is the official character reference sheet.
