If there's a party thrown by some elite that he can get himself to then he'll go that. As a networking opportunity and just to show face and say he was there. If there was an Aethar Foundation event for halloween as well then he'd probably go to that to look at all the women dressed in their slutty outfits and maybe grope some of them. Assuming Halloween is a thing in Paldea, I think he'd have fun. We'd carve pumpkins and roast the seeds and make pumpkin bread for it or something. Going by the typical Halloween costumes, a werewolf feels fitting for him but I'm not really big on werewolves lol. I also feel like he'd be the type to try to come up with some sort of healthier treat to give out or make for a Halloween party, along with all the candy. He might enjoy a maze and I think it would be fun to watch him bob for apples if there was an outdoor Halloween party at the school or somewhere. Ending the night with some cheesy scary movies and cuddling would be perfect.

I don't think I really see much art of him off model, but it's pretty hard to mess up his appearance when drawing him. As long as they draw him tall and his face doesn't look moe, I'm fine with it. My only gripe is when people don't draw him with his flaws, like the injured arm and eye. Yeah there's stuff I really like in the game visually but the human models and their animations could've been better. The weird-ass shading (or whatever it is that causes their faces to look this awful) is a given but I remember not liking their talking animations in particular. Gio's not the type to celebrate Halloween. He's made well aware of it each year, as I imagine some TR grunts make a big deal out of it, but he personally couldn't care less. He's definitely not spiking any candy. Why give drugs to kids for free when you can sell them for a pretty penny instead?
For the most part, Halloween is just business as usual. At most he might order his grunts to target some Halloween events as an opportunity to steal lots of Pokémon in one go. He doesn't care if his subordinates celebrate though, so long as they get their work done first.
If I tried to celebrate, he'd probably be a bit annoyed, but let me do what I wanted (such as wear a silly costume) so long as it didn't interfere with work. He MIGHT tolerate me putting Halloween accessories on him (such as a devil horns headband or a dracula cape) but he'll scold me yet not bother taking them off, at least not until he has a meeting. However, this is risky and highly depends on him being in a good mood.
If I make a big deal about Halloween in the days leading up to it, on the day of he might "just so happen to receive some sweets from a grunt" but since he has "no interest in sweets" he'd offer it to me. He'll immediately turn down any sweets that are actually offered to him, though.

Guzma's the type to enjoy most festive events if it means keeping the morale of his team up. First he'd get the grunts to "clean up" (move furniture around) the main hall enough to make it presentable. Assuming he has enough money to splurge (and maybe some grunts pitching in) there would be a fast food spread with a big bowl of candy. He'd even bring out some of his alcohol to add more fun to the party. I have the habit of using pre-existing OCs with no association to a specific series and throwing them into the universe that's itching my brain. I'm the type of yume that falls in love easily so its more of an alternate universe thing in my eyes when I assign an OC to a target of mine. I think we'd take photos together often, he already takes photos after you beat each of the Titans and photos are one of the topics that he sorta likes in the Lodge in Pomas. I feel like he's the type that likes to live in the moment, but is also sentimental and I think having photos would be important to him. He doesn't really have many memories with his parents growing up so I think that having photos of good memories would make him happy. He'd probably like to show off a little bit too since he'd be proud and maybe a little possessive, I don't think he'd be too excessive about it until he has kids of his own. I think he'd make sure to capture lots of memories with his own family since he didn't have that himself.

I'd probably like to snap photos of him when he's not looking and being cute, like if he's napping or busy cooking or something. Capturing moments where he's peaceful or enjoying his passion would be wonderful, as well as happy or goofy moments together. I can picture him nagging me a little about taking a photo of a sunset during a hike instead of being in the moment and enjoying it, but I think he'd also understand the urge to capture and save it somehow.

Due to the nature of Team Rocket's work, we unfortunately don't take many pictures of each other, lest the photos end up in the wrong hands and are used against us. (I'd likely start off as the type to do peace signs at security cameras, and Gio would scold me about it for this reason.) Since I wouldn't be able to take pictures of Gio despite wanting to, I'd probably collect things like his wanted posters or any photos that were published in the news, as I'd figure that anything that's already been made public is fair game.
