Its not "finally nerfing switching" its just a different ruleset for a completely different battle system.
You cant treat real time cooldown based battle systems with dodging and shit as anything comparable to the rules of turn-based ones.
Switching is limited in PLZA for the reasons we saw from demo gameplay: Its a stall tactic and a bit broken, using it to wait out poison for example.

Switching in singles is bad enough without hazards
If there wasn't a limit on switching here it would literally just be both players constantly cycling through their roster to get out of a disadvantageous match up

If battle timers are 3 minutes long, what would you even set the cool-down to that is not just long enough to effectively be 3 times per battle or too short to break up the pacing on a tight round timer.

Remember it's a completely different battle system too, switching sounds more like tagging in a tag fighter than the traditional context we view it as.

It won't. Realtime battles are already proving frustrating for the lowest common denominator who've been able to play in previews, they'll be exclusively relegated to sidegames and side modes, likely appearing in Gen 11 as an expansion of the Let's Go overworld mechanics (not 10 though, because remember, LZA and 10 were developed concurrently, therefore they can't lift too much from each other just like how LZA was developed concurrently alongside the SV DLC, thus there's missing data from SV DLC additions.)
