Cooldows are fixed amount of seconds from what I notice playing, speed is really just your walking speed, emboar is slow but a lot of it moves make it dash foward a certain distance (flame wheel, rollout and flare blitz) so they compasate the blow walking speed.

This may be the pokemon game were speed is less important, it only matters if your pokemon relies in attack that that need it to in close distance (punching, bitting and slashing moves).
